Professional Services for Installing an ADA Compliant Kayak Launch System

I. General Community Information

The City of Cayce, South Carolina is an historic community whose land has been inhabited for over 12,000 years. The City is located in Lexington County and borders the west bank of the Congaree River across from the state capital, Columbia. Incorporated in 1914, Cayce has grown to 17 square miles and a population of 14,000 in 2017. Rich in natural and cultural resources, Cayce boasts 20 miles of trails along the Congaree River and Congaree Creek. It is also home to larger industries like Dominion Energy, CMC Steel, and a Martin Marietta granite quarry. As a full-service City, Cayce provides water and sewer utility service far beyond its borders to a large portion of Lexington County. II. Project Overview

The City of Cayce has approximately twelve miles of Riverwalk that consist of pathways, bridges, and trails. In that stretch of the Riverwalk, lies the Thomas A. Newman boat landing with a floating dock system and two boat launches. The City is interested in adding an ADA compliant kayak launch system to the existing floating dock system or a system of its own but still located in the boat landing area.

III. Detailed Scope of Work

Prepare plans for the ADA Kayak boat launch to include but not limited to the following:

  1. Survey of existing boat ramp, parking area, sidewalks, and riverbanks.

  2. Design Development Drawings- to include but not limited to evaluating the existing

    survey to determine possible routing for ADA Access to the new Kayak launch.

    Prepare a probable cost of construction for options.

  3. Construction Documents- to include but not limited to preparing construction

    documents for the approved design option based on constructability and budget. These

    documents should be bid-ready for contractor procurement and selection

  4. Permitting

  5. Construction Administration and Observation, including contractor selection 1

IV. Proposal Requirements

Bid submissions should be labeled “ADA Kayak Launch System” and mailed or delivered to the City of Cayce, 1800 12th St, Cayce SC 29033 by 5:00 p.m. on January 8, 2021. One hard copy and one PDF copy of the proposal must be submitted. The PDF copy should be submitted to jcrosland@caycesc.gov. Bid opening will be January 11, 2021 in the City Council Chambers at 10:00am.

V. Professional Fees

Please submit the itemized fees for the services listed below:

1. Survey
2. Design and Development
3. Construction Drawings
4. Permitting
5. Construction Administration and Observation
6. Hourly fee schedule

VI. Bid Protest

 

In the event of a protest concerning the apparent low bidder or the disallowance of a bid at
the bid opening, all instructions and procedures shall be explained in writing to the bidders at the opening. The protestor shall have five business days to file with the City Manager a written protest specifying all grounds of protest, the decision by the City Manager will be communicated within five business days, any appeal from the decision of the City Managers hall be to the City Council and filed with the City Manager within five business days of the date of the decision, and the City Council shall hear and decide the appeal at its next regular or special meeting.

VIII. Additional Information

Cost estimates and proposed fees shall be valid for 90 days from date of RFB submission to the City.

Issuance of this RFB and receipt of bids does not commit the City to award a contract. The City reserves the right to postpone receipt or selection date, accept or reject any or all bids received in response to this RFB, or to negotiate with any of the firms submitting an RFB, or to cancel all or part of this.
